Outreach

To accomplish the task of stakeholder participation, HGAC developed a stakeholder involvement and outreach plan at the start of the project. The various activities of the stakeholder involvement plan included:

Meetings

Meetings of stakeholders provided a platform for stakeholder involvement, discussion, and feedback. Stakeholders discussed various regional TSMO/ITS and transportation issues, the need and opportunities for interagency cooperation, the need for skilled TSMO/ITS staff and systems engineering, and challenges in regional integration of TSMO strategies including ITS projects.

Presentations

Early in the development of the TSMO website and ITS architecture development process, forums for discussion on regional ITS development took place with open ended question and answer sessions. These meetings included presentations to provide background information on various TSMO concepts and ITS systems currently in use and those that regional stakeholders could use in the future. Information provided in the presentations included:

• Review of TSMO Capability Maturity Workshop
• Regional ITS needs
• Need for regional TSMO/ITS guidance
• Importance of systems engineering
• Current use of ITS in the region
• Technical terminology specific to TSMO and strategies such as ITS
• Importance of communications and mapping for regional TSMO/ITS
• ITS Architecture Market Packages
• How ITS market packages are related to TSMO program objectives and goals

Public Agency Survey of Transportation, Transit, and Public Works Departments

HGAC used this web-based survey to assess the transportation issues, priorities, needs and goals that TSMO/ITS strategies could address in the region from the perspective of transportation or public works agencies. The survey was also used to identify institutional issues faced by agencies in the deployment of TSMO/ITS strategies such as lack of skilled staff, lack of funds, institutional inertia etc. The results of this survey provided input in developing regional priorities for TSMO and ITS deployment.

Core Stakeholder and Stakeholder Agencies

Core stakeholders for the HGAC region represent agencies that either own/operate or maintain existing TSMO/ITS applications or will do so in the near future. These stakeholders are believed to be immediately and directly impacted by this website including the update to the RITSA and new risk based systems engineering process and are listed below.

The list of core stakeholders is not intended to exclude other area agencies or entities that may now or in the future deploy, operate, or maintain ITS systems. It is intended to identify those entities that currently have operating ITS systems on an ongoing or significant basis that can serve as experienced resources to other potential ITS deploying agencies in the region.
