The TSMO Program Clearinghouse Website project aims to create a single place for all related information about TSMO and ITS strategies as well as HGAC requirements. In the past, a paper document, the Regional ITS Architecture (RITSA), would be created by HGAC with great effort and care only to sit until an update was needed.
All ITS projects using federal funds are required to complete a systems evaluation process to meet FHWA Rule 940 and the Federal Transit Administration (FTA) National ITS Architecture Policy (for Federal Funding). In addition to the completion of the CMM workshop, it is understood by regional implementers (through discussion with the Texas Division of FHWA) to expect an increase in compliance efforts on these regulations that require a systems engineering evaluation process to adhere with the current rules. Completing the above program of research, technology transfer and agency extension tasks is aimed to assist in system capability maturity but build the proper foundation (using local input) to maintain compliance with federal rules and policies.
HGAC intends this website to be utilized by any person who desires to integrate TSMO strategies to optimize the performance of future and existing infrastructure and is involved in the planning, development, operation, and/or maintenance of ITS systems. HGAC has organized this website to convey TSMO as an overarching capability maturity enhancement concept that facilitates the effective implementation of multimodal and intermodal cross-jurisdictional TSMO strategies and systems services. The bulk of TSMO implementation strategies include ongoing regional ITS and its planning, compliance, and deployment activities which is reflected on this site through the Regional Intelligent Transportation Architecture (RITSA), Systems Engineering Process, and Document Archive. The primary purpose of the website format is to provide the opportunity for regional stakeholders to maintain both the TSMO and ITS planning features as “living” documents through a change management process.
Many different agencies can and should use this website to assist in optimizing the performance of future and existing infrastructure. Anyone whom is interested in integrating TSMO strategies into planning, designing, deploying, managing and operating transportation systems and subsystems to meet the regional goals and objectives of both TSMO and ITS can reference this website. Agencies can also benefit from using the website to identify practices and systems other agencies are using/deploying and how to best procure and design them to leverage the data for mutual benefit. HGAC developed this website using current outreach activities with input from the many stakeholders and participating agencies and past RITSA efforts. It consisted of documenting the needs for the region and gathering input from the stakeholders tasked with the responsibility to deploy, operate and maintain TSMO strategies such as ITS.
