Houston-Galveston Area Council Transportation Systems Management & Operations Clearinghouse

Based on observations from the CMM workshop, a review of the resulting CMM materials, and discussions with the FHWA and HGAC, researchers at the Texas A&M Transportation Institute (TTI) were tasked with creating the region’s first TSMO clearinghouse program website. The TSMO clearinghouse program included the development of critical TSMO program features with the goal of providing TSMO elements for multi-agency use as well as bringing the region into full compliance with FHWA Rule 940 requirements.

The TSMO program consists of:

  • Creating a process to transition the Regional Intelligent Transportation Systems (ITS) Architecture into a user-oriented system.
  • Developing guidance for and assisting in the application of a risk-based systems engineering process involving templates to “right-size” local systems engineering efforts.
  • Determining the requirements for, and assisting in the development of an initial regional TSMO documentation repository.
  • Performing stakeholder/user surveys for ITS and communications priorities and goals.
  • Developing regional TSMO goals and objectives and assessing current and planned TSMO strategies (also known as service layers by Iowa DOT and TxDOT plans).
  • Developing a strategic roadmap tool for an appropriate level of capability maturity in the area of TSMO, enabling HGAC and stakeholders to set priorities for future investment.
